Lockout/Tagout (LOTO) Training Requirements

A machine that is “off” can still kill someone. Stored energy in a hydraulic line, capacitor, raised load, or pressurized system does not care that the power switch is down. That is exactly why lockout/tagout exists and why training on it cannot be treated as a formality.

Lockout/tagout (LOTO) is the set of practices that keep machines safely de-energized while someone services or maintains them, so the equipment can't unexpectedly start up or release stored energy. Under OSHA's standard for the Control of Hazardous Energy (29 CFR 1910.147), it isn't optional for the general-industry workplaces it covers, and neither is training the people who do the work.

This guide explains what effective LOTO training needs to cover and how to build training that genuinely prepares workers rather than simply documenting that a session took place.

What Lockout/Tagout Actually Is

Lockout means physically applying a lock to an energy-isolating device so the machine cannot be operated until the lock is removed. Tagout means attaching a warning tag where a lock isn't feasible. Lockout is the stronger control, and where a device can accept a lock, it's generally the expected method.

These practices are part of what OSHA calls an energy control program. Broadly, that includes machine-specific procedures, training, and periodic inspections that work together to control hazardous energy during servicing and maintenance. Training is one part of that program, and it is also the part most directly responsible for whether a worker goes home safely.

A quick scope note: 29 CFR 1910.147 governs general industry. Construction, agriculture, and maritime work fall under their own separate standards. Knowing which rules apply to your operation is the first thing any LOTO program has to get right.

Who Needs Training and How It Differs

Not everyone needs the same depth of LOTO training, and treating all employees identically is a common weakness. Broadly, three groups matter:

  • Authorized employees — the people who actually lock out equipment to service it. They need the deepest training: the full procedure, energy types, and verification.
  • Affected employees — those who operate or work near equipment being serviced. They need to understand what a lockout means and why they must never attempt to restart locked-out equipment.
  • Other employees — anyone whose work could put them in an area where energy control is in use. They need awareness of the program and its prohibitions.

Effective training recognizes these roles instead of pushing everyone through the identical generic module.

What Effective LOTO Training has to Cover

Beyond the roles, the content itself has to prepare workers for the real procedure. At minimum, that means:

  • Recognizing hazardous energy in all its forms — electrical, mechanical, hydraulic, pneumatic, thermal, and stored or residual energy that lingers after shutdown.
  • The shutdown and isolation sequence — preparing for shutdown, shutting the machine down, isolating each energy source, and applying locks or tags.
  • Verifying zero energy — the critical, often-skipped step of confirming the machine is actually de-energized before any work begins, including releasing stored energy.
  • Releasing from lockout — the equally important sequence for safely returning equipment to service.
  • Group lockout, shift changes, and contractors — the situations where energy control gets complicated and where many real incidents occur.

The verification step deserves special emphasis in training, because it's the one that most directly prevents the "I thought it was dead" fatality.

Why a Slideshow Isn't Enough

LOTO is a physical, sequential, judgment-dependent procedure. Training that consists of reading the steps and answering a few quiz questions produces workers who can recite the procedure but freeze when they're standing in front of an unfamiliar machine with three energy sources.

Effective training rehearses the task itself. Walking a learner through a realistic sequence involving a specific machine, its energy sources, the correct order of steps, and the verification process gives them a chance to make and correct decisions. This builds the procedural memory the real task requires. Scenario-based practice turns “I have seen the steps” into “I know what to do here,” and that distinction matters.

This is also where missing or weak training shows up in the data: inadequate training, missing machine-specific procedures, and skipped inspections are consistently among the most common ways energy-control programs fail. The training has to be real because the failure mode is fatal.

Generic LOTO training has a hard ceiling, because the procedure is meaningfully different for every machine. Real protection comes from training tied to your actual equipment and your written, machine-specific procedures.
